The Office of Sponsored Programs (OSP) is Virginia Commonwealth University’s office authorized to submit research proposals and receive awards from all sources on behalf of the University. OSP is also the official contact for the University on administrative award-related matters.
In June 2007, the former Office of Industry Partnerships was merged into the Office of Sponsored Programs. Our Blue and Green Teams are assigned by Department and work on Government and Non-Profit proposals and awards. Our Red Team works on Industry funded proposals and awards. Find Your Team

What does OSP do?
- Assists faculty in submitting proposal and getting grants
- Accepts award and assures they are administered consistently with Sponsor and University policies
- Mediates the grant process
- Educates department and school administrators in the grant process
Why OSP does what it does
- Serves the research mission of the University
- Helps ensure compliance with internal and external requirements (IRB, Conflict of Interest, University policies, etc.)
- Supports the research mission of University faculty
The Proposal and Award Process - OSP
- Receives approved proposal with budget and Internal Approval Form
- Reviews proposal for institutional and external compliance
- Returns proposal to PI for submission to sponsor
- Negotiates awards
- Notifies Grants and Contracts Accounting of award receipt
- Issues subawards (as necessary)
- Verifies final reports have been submitted
- Closes out award
Hard copy (paper) submissions should be delivered to OSP for review and approval a minimum of three (3) business days before the proposal is due to the Sponsor. Electronic submissions should arrive at OSP, ready for submission, a minimum of five (5) business days before the proposal is due to the Sponsor. OSP staff handles proposals in the order in which they arrive. Proposals not meeting these timelines will be reviewed after proposals meeting the timelines have been reviewed and approved.

MANDATORY TRAINING FOR PIS AND RESEARCH ADMINISTRATIVE STAFF
The Office of Research, with the support of VCU's senior administration, has developed a mandatory training program in sponsored project compliance to increase awareness and accountability of proper grant accounting standards and practices and to reduce risk to the University. All Principal Investigators (PIs) and VCU staff who manage funds in sponsored programs accounts are required to complete this training program. Current PIs and research administration staff must complete the training program prior to September 30, 2008. New PIs will be required to take the training before an award will be processed by the Office of Research. Proposals will continue to be processed without delay. The training program is available on Blackboard and should take approximately one (1) hour to complete. To access the program, go to the VCU home page, click on Blackboard and log-in using your VCU eID. Once in Blackboard, click on the Courses tab and select “Required Course – Sponsored Projects Training.” All individuals must score a minimum of 70% on the examination that follows the training program. Effective October 1, 2008, all Principal Investigators who have not taken and passed the course will not be permitted to continue expending on their existing accounts. Accounts will be released following successful completion of the course. The Office of Research has granted permission to the course to individuals they could identify as participants in research administration at VCU. CLINICAL TRIALS REGISTRATION DEADLINE
Effective September 27, 2007, US Public Law 110-85 expands the types of clinical trials which must be registered in ClinicalTrials.gov. This new law also expands the number of data elements which must be submitted to meet the registration criteria. The deadline for complying with this law is December 26, 2007. Penalties for failure to register applicable clinical trials may include fines and the withholding or recovery of federal funding.
- All VCU investigators who currently have ongoing clinical trials (regardless of the funding entity) registered on ClinicalTrials.gov must review and update their registration by December 20th to ensure compliance with this deadline. For those investigators who have NIH funded clinical trials, please review the guidance at: http://grants.nih.gov/grants/guide/notice-files/NOT-OD-08-014.html
- Per the Clinical Trials Fact Sheet listed below, the types of Trials which must be registered include (1) Controlled clinical investigations of drugs and biologics which are subject to FDA regulation and (2) Controlled trials with health outcomes of devices which are subject to FDA regulation. - General registration requirements for applicable clinical trials are as follows:
Information for studies ongoing as of September 27, 2007 or new registrations of clinical trials which involve a serious or life threatening disease or condition must be submitted to Clinical Trials.gov by the later of December 26, 2007 or 21 days after the first patient is enrolled to ensure compliance with the new law. Due to the Holiday Shutdown, please provide this information no later than December 20, 2007.
NOTE: If you plan to publish in a biomedical journal controlled by the International Committee of Medical Journal editors, you must submit your registration information prior to the enrollment of the first patient.
